Better information, please – Re: WM Police and Crime Panel response to letter dated 17 December 2012

The Chair
West Midlands Police and Crime Panel

WMPCP Office
Scrutiny Office
Birmingham Council House
Victoria Square
Birmingham
B1 1BB

Better information required, please

WMPCP will have noted that the confirmation element of its 26 November 2012 meeting as recited in the Panels 26 November Deputy PCC appointment confirmation letter, is one nub of my concern regarding statutory compliance of WMPCP conduct.

"On 29 October there was a session on the principles of public life relating to the panel, on roles of the panel, PCC and Chief Constable and on the forthcoming confirmation hearing.".

In replying by e–mail today to a point arising from the chairman's 18 December letter, WMPCP wrote;

"Please note however, that the Panel Member training and induction session that you refer to was not in the form of a public meeting and so there are no published reports.".

The information required, please

Will WMPCP please send me details of the content of WMPCP's "29 October … session" that related specifically to what the chairman's 18 December 2012 letter termed, "the forthcoming confirmation hearing". Please also identify the person(s) who tutored or otherwise informed/adivsed the Panel's members in the matter of the principles regarding the Panel's then "forthcoming confirmation hearing".

Acknowledgement

Thank you for the link to the 29 October minutes (confirmed at 26 November Panel meeting)

To avoid misunderstanding, I note that link(s) to the 29 October 2012 meeting papers had already been provoded to me with the chairmsn's 18 December reply.

I trust WMPCP will recognise the importance of being clear and unequivocal about statutory aspect and requisite training and competence. As I am asking only of points of facts, clear and direct response ought not to be taxing to WMPCP nor a drawn-out matter. Please say simply and clearly if the facts do not exists to support WMPCP chairman's assertions regading training/briefing Panel members on their "confirmation" role,
